The inaugural EASA-CAAS Foreign Air Operator Ramp Inspection Seminar (co-organised by AFO and SAA) was held at the Singapore Aviation Academy from 29 to 30 January 2013. Arising from the signing of the Memorandum of Understanding between the CAAS and European Aviation Safety Agency (EASA) on aviation safety cooperation in February 2012, the Seminar provided an overview of the European Union (EU) Safety Assessment of Foreign Aircraft (SAFA) and Third Country Operator (TCO) Programme, and the Singapore Foreign Operator Surveillance Programme (FOSP) and Aircraft Ramp Inspection Programme.
Mr Tan Kah Han, Director (Airworthiness and Flight Operations Division), welcomed speakers from EASA (Mr Eduard Ciofu, Mr Sascha Oliver Schott and Mr Jeroen Jasen), and SAFA national coordinators (Mr Raymond Voogt from the Civil Aviation Authority, The Netherlands and Mr Andrea Costantini from the Ente Nazionale per l’Aviazione Civile, Italy) to share on EASA’s perspective of the EU SAFA and TCO Programme. Mr George Foo and Mr Melvin Wong from the AFO division shared on Singapore’s approach on the Foreign Operator Surveillance and Aircraft Ramp Programme at the Seminar. A total of 72 international participants from 25 civil aviation authorities and airlines participated in the Seminar.
